Binance review: deepest liquidity in crypto, with a regulatory record you must weigh
Binance charges 0.1% on spot and offers the biggest order books in crypto. We priced the fee ladder, read its proof-of-reserves page and set both against the 2023 criminal settlement.
7.0/10
Binance is the cheapest and deepest place for most retail crypto trading outside the US, and its proof-of-reserves page is more open than most rivals. But it pleaded guilty to anti-money-laundering failures in 2023 and reportedly faces a fresh US sanctions inquiry. Keep only trading balances there, and skip it if regulation is your first test.

Two facts about Binance are both true at once. It is where most crypto volume happens, and its founder pleaded guilty to a US criminal charge over compliance failures. Any honest review has to hold both, so we start with the cost and end with the risk.
The fee ladder
The spot fee schedule puts a regular user, meaning under $1 million in 30-day volume, at 0.100% maker and 0.100% taker. Hold BNB and pay fees with it, and that drops to 0.075% on each side. For a $1,000 trade, the regular rate costs $1.00 and the BNB rate $0.75.
Volume then lowers the price through nine VIP tiers. VIP 1 and 2 start at roughly $1 million to $5 million of volume with maker fees as low as 0.08%. Volume of $400 million to $4 billion reaches VIP 6 to 9, where the maker fee can fall to 0.011%. Volume counts across spot, margin, convert, copy trading and bots, so a diversified account climbs faster.

The ladder rewards commitment, and that has a catch. A BNB discount nudges you to hold a token issued by the exchange itself, which ties part of your balance to the platform's fortunes. Take the discount if you like, but hold only what you would trade this month.
What Binance adds beyond price is liquidity: with so many buyers and sellers, market orders in the big pairs tend to fill close to the quoted price. Thin books on smaller tokens are another matter, so check depth before you size a trade.
What you trade
The markets overview lists every coin on the exchange with price, 24-hour volume and change. The range is wide, from Bitcoin and Ether to small tokens that you should treat as lottery tickets.

The spot terminal is dense but familiar to anyone who has used a professional exchange. Order book, chart, trade history and order forms share one screen.

The BTC/USDT spot screen, the default landing point for most traders.
New users will find the interface heavy. Binance has a simple convert flow, and it is the sensible place to begin before opening the full terminal, since convert hides the order book.
Proof of reserves, read carefully
Binance publishes a proof-of-reserves page with a stated goal of showing that account balances are backed 1:1. The audit we saw was dated 01/09/26, uses zk-SNARKs and a Merkle root hash, and lists ratios of 100.16% for BTC, 100.00% for ETH, 102.91% for USDT and 100.51% for BNB.
Those figures are reassuring, and better than what many exchanges show. They are also a statement from Binance about Binance. Proof of reserves shows assets against customer balances. It says nothing about liabilities elsewhere or about compliance.
The regulatory record
In November 2023, Binance and its founder pleaded guilty to US federal charges in a resolution worth more than $4 billion. The failures were about anti-money-laundering programmes and sanctions controls. The founder stepped down as chief executive, and a monitor was installed for five years. The CFTC published its own release on its share.
There is some relief on the other side. One summary reports that the SEC suit was dismissed in February 2025. Then in September 2026, CoinDesk relayed a Bloomberg report that federal prosecutors are examining possible sanctions violations. We have no view on the outcome, only on the pattern: this is an exchange whose compliance is still being reviewed.

Who should use it
Use Binance if you live outside the US, trade often, and keep long-term holdings in your own wallet. The fees and depth are hard to beat for that person. Turn on two-factor authentication and an address whitelist before you deposit a cent, since account takeover is a bigger everyday risk than an exchange failure.
Skip it if you live in the US, where Binance.com is closed to you. Skip it too if your rule is to use only exchanges with a clean record, or if you want a calm, minimal app.
Crypto trading, and leveraged products especially, can lose all your capital. This review is not personal advice.
Verdict
We rate Binance 7.0 out of 10, and we would revisit that number if the sanctions inquiry ends badly. The product is excellent, the price fair and the transparency better than most. The record keeps it off the top of our list.
